Acknowledging that Arif Mohammed Khan, governor of Kerala, has acted adversarially against the state government by keeping important bills pending for two years for no substantial reason, the Supreme Court has permitted the state to amend its petition to include a plea to frame guidelines for the powers of governors under Article 200 of the Constitution, reports The Hindu.
