It took 24 hours for Narendra Modi – sworn in as Prime Minister of India for the third time yesterday – to allocate the portfolios of the 71 ministers who took their oath of office along with him. The normal practice is for a communique with allocations to be issued the same day. So is this an early sign of the jitteriness that a coalition government brings?
