“What was the governor doing for three years?”, an incredulous Supreme Court bench asked today as it began hearing pleas brought by Tamil Nadu and Kerala against their recalcitrant governors for sitting on a slew of laws passed by the state legislatures instead of granting (or denying) their assent.
