It’s election time and the Citizenship (Amendment) Act has been brought back to the headlines to polarise the country on religious lines once again. The law makes religion a criterion for the fast-track acquisition of citizenship by refugees from Afghanistan, Bangladesh and Pakistan, with Muslim refugees explicitly excluded from its purview. The CAA’s constitutionality was assailed in 2019 itself but the Supreme Court has yet to rule on the matter.
